해외도시개발은 … 세계를 영토로 활용하는 글로벌국토의 첫걸음 이 동 환 대통령소속 국가건축정책기획단 협력관 ‘국토가 좁다’, ‘인구가 적다’고 안타까워만 할 것인가! 21세기는 전쟁으로 국토를 넓히는 시대가 아니다. 새로운 시각으로 좁은 영토를 넓게 활용하는 노력이 요구된다. 세계경제와 시장은 이제 국가의 경계가 중요하지 않다. 그러므로 좁은 국토의 한계를 극복하는 방법은 영토의 경계를 뛰어넘어 활동의 영역으로 확대하는 것이다. 이는 주권을 가진 영역의 개념을 활동의 개념으로 국토를 바라보자는 글로벌국토의 개념이다. 최근 부각되는 해외도시개발은 세계를 영토로 활용하는 시작이자 글로벌국토의 첫걸음이다. 세계는 신자유주의 흐름을 타고 세계화, 자유화를 요구하고 있다. 점점 세계무역기구(WTO)체제속에 자유무역협정(FTA)체제로 실현되는 세계경제는 변화의 소용돌이를 맞이하고 있다. 이제 우리는 해외도시개발의 세계적 수요와 추세에 부응해 적극적으로 나서야 한다. 특히, 신성장동력이나 국가의 경쟁력을 기반으로 한 글로벌 국토조성 차원에서 도시개발이 추진돼야 한다. 우리는 강대국의 조건으로 인구와 국토면적을 든다. 그런데 남한만 하더라도 10만㎢이 채 안되는 국토면적으로 세계 108위, 인구는 4천9백만 명으로 세계 24번째 규모다. 이를 보면 강대국이 되기에는 한계를 가진다. 그렇지만 국토에 대한 인식을 바꾸면 잠재력이 달라진다. 일반적인 개념으로 국토는 국가의 주권이 미치는 범위를 말한다. 그러나 글로벌국토는 우리나라 국민이 활동하는 터전이나 생활 및 사업공간이면 외국의 어디서든 우리의 국토가 될 수 있다. 국민들의 활동영역을 확대하는 것이 국토를 넓히는 일이라 할 수 있다. 지금까지 해외도시개발은 민간차원에서 주로 이뤄졌고 몇몇 공기업들이 국가 간 협력차원에서 추진돼 왔다. 지금까지 체계적인 추진이 미흡했던 것도 사실이다. 이제 21세기 국가의 경쟁력과 글로벌 국토조성을 위한 방안으로 정부가 해외도시개발에 적극적으로 나서야 한다. 일반재화를 생각해보면 해외도시개발은 도시를 수출하는 것에 해당한다. 하드웨어의 수출이기보다는 소프트웨어를 ‘도시꾸러미’화 해서 해외로 수출하는 것을 의미한다. 도시수출은 ‘국가간 협력’이나 상생이라는 대 전제하에 추진돼야 할 것이다. 좁은 국토를 가진 우리나라는 이제 세계의 활동무대를 국토로 인식하는 글로벌국토로 전환하고 국민적으로 개념이 확산돼야 세계적 경쟁력을 확보할 수 있다. 더불어 한상(韓商)과 같이 대한민국의! 글로벌 네트워크를 구축함으로써 보다 빠른 글로벌국토의 기반이 갖춰질 수 있을 것이다. ※ 본 기고문은 2009.11.3 토목신문(http://www.cenews.co.kr/)에 게재된 내용임을 알려드립니다.

인상적인 한국의 도시와 건축문화
인상적인 한국의 도시와 건축문화 노르베르트 바스 전 주한 독일 대사 역사적 동병상련 아시아에서 우뚝 솟은 역동적인 현대건축물을 보는 것은 언제나 매력적인 일이다. 한국도 예외는 아니다. 한국의 수도, 서울은 곳곳에 높은 빌딩들이 솟아있다. 이들 마천루들은 신비한 하늘의 끝을 보려는 듯 어떤 경우에는 구름을 뚫고 뻗어 있 다. 독일에서는 상상하기 힘든 일이다. ‘down-to-earth’라는 글자처럼 독일인들이 지상지향적이어서 그럴까? 그렇지만 한국 과 독일의 건축물이 밀접하게 연관되어 있던 시기가 있었다. 두 나라의 전후 시기를 되돌아보자. 두 나라 모두 전쟁으로 인 해 대량 파괴라는 엄청난 피해를 입었다. 모든 사회기반이 파괴되어 전후 복구차원에서 새롭게 지어야만 했다. 과거를 청산 하는 의미에서 이루어진 필요한 조치였다. 독일의 개발과 조화 2차 세계 대전 후, 독일의 건축물은 19세기말 널리 확산된 절충주의 건축양식과 더 오랜 역사를 가진 중앙집중형 도 시의 잔존물들과 공존하는 상황이었다. 이러한 사회적 분위기는 건축적 경향에 무엇보다도 우선하여 직접적인 영향을 주었다 . 이런 건축적 경향의 이면에는 가능한 과거의 건축양식을 보존하면서 새 시대의 조류와 통합해보려는 욕심에서 시작되었다. 그리고 바우하우스 양식은 전후 건축물에 영향을 미친 두 번째 요소이다. 바우하우스 양식은 미술과 공예, 그리고 기술을 아 우르며 통합하는데 목적을 두고 있었다. 이런 점을 중시한 건축물은 현대적인 평면 지붕이 주로 쓰였으며 가스나 전구, 욕실 같은 다량의 편의시설들이 건물 내부에 설치되었다 독일 나치주의(The Nazis)는 이 두 가지 전통적 건축양식 모두를 멀리하고 몰개성화 시켜버렸다. 슈페어가 기획한 괴 기스런 베를린 시민홀, ‘폭스할레(Volkshalle)’는 전에는 생각조차 하지 못했던 거대한 건축양식의 대표적 본보기이다. 나치 주의 건축물의 대부분은 형태나 발상에서 모두 독창적이지는 못했다. 서로 다른 양식들을 모방한 형태로 나타났고, 더 나아 가 규모에 있어 커지거나 유형이 다양화됐으며 다소 과장되어지기만 했다. 이는 인간적인 잣대로는 체계성이나 구체성의 측 면에서 부족한 점이 많은 건축물이었다. 이와 같은 역사적 배경을 염두에 둔다면 2차 세계 대전 이후 독일의 건축양식이 왜 소박함을 추구하게 되었는지 이해 할 수 있을 것이다. 전후 시기는 인간적인 자연스러움의 빠른 회귀로 특징지어진다. 보다 더 절제된 양식으로 표현하고자 장 식적인 요소들이 많은 절충주의 건축양식은 외면을 받았고, 바우하우스 양식에도 변화가 왔다. 1950년대 양식의 범주에 있던 많은 건축물들은 오늘날 새롭게 평가되었고, 현대적 간결미와 더불어 정교함까지 갖추게 되어 국민적 사랑을 받고 있다. cpoyright © 독일 제국 의회 사진: ©picture-alliance/ ZB 나치주의 건축물의 거대하기만 했던 외양에 대한 역사적 관점에서의 거부감은 별도로 하더라도, 전후 독일의 자원부족은 사람들로 하여금 일상생활에 적합하고 기능적인 건축양식을 선호하도록 만들었다. 이에 따라 전후 건축의 목적은 경제적 효 율성을 갖춘 기능주의 양식을 따르는데 있었다. 바이마르 공화국 시절 이미 그랬듯이 중앙 난방시스템이나 급수배관같은 이 미 존재하고 있던 기술들이 건축물내에 통합 및 유지관리에 적용됐고, 더 나아가 기술적으로 진일보했다. 어떤 의미에서는 바우하우스 양식이 새롭게 규정지어지고 보완된 것이다. 여기에 더하여 유서 깊은 도시들의 역사적 잔존물들을 보존하고, 이미 존재하고 있던 크고 편안한 아파트 건물들을 개선하려는 경향이 나타났다. 이러한 경향은 결과적으로 아주 다양한 형태의 절충주의 양식의 장식적 요소들이 독일의 도시 풍경에 살아나게 된 셈이다. 이로써 독일은 중앙광장과 교회 및 시청을 중앙에 위치시킨 전통적이고 낭만적인 도시 양식에서 크게 벗어나지 않은 채 남아있을 수 있게 된 것이다. 한국에서 결합된 모더니즘 한국의 건축물은 건물의 기초부터 독일과는 구조적으로 달랐다. 한국의 소중한 유산인 전통가옥인 ‘한옥’은 비용을 많이 들이지 않고는 주거 목적으로 개량하기가 힘들었다. 전기나 가스, 급수배관과 같이 빠르게 발달되어가는 현대사회의 욕구를 충족시키는 새로운 기술들을 접목시키기가 어려웠다. 그래서 오늘날 한옥에 대한 관심과 유행은 주목할만하다. 어쨌던 절이나 궁궐 같은 역사적 기념물들을 제외한다면 기존 건물들은 오 직 제한된 범위에서만 보존•관리된 실정이었다. 현대건물들은 한옥과는 다른 새로운 건축형식으로 번창하기 시작했다. 결과 적으로 한국의 건축물들은 기존의 전통적 건축양식으로부터 보다 더 자유롭게 개발됐고, 새롭고 현대적인 요소들이 빠르게 활용되었다. 필자의 생각으로는 전후 한국의 건축물은 모더니즘의 정신을 따라잡고 이를 실현시키려 열망했던 결과의 산물로 보인다. 한국전쟁 이후 한국에서는 대기업들이 도시의 재개발을 대부분 독점하다시피 했다. 소규모 건축 프로젝트나 빨간 벽 돌로 지어진 전형적인 개인주택과 같은 건축물들은 한국의 건축양식에 이렇다 할 뚜렷한 영향을 미치지 못했다. ‘재벌’로 일 컬어지는 대기업들이 남부럽지 않은 삶을 영위하고자 하는 사람들의 욕구에 맞춰 대형 건축 프로젝트들을 수행했다. 더 나아가 한국의 전후 건축물에는 오늘날 포스트 모더니즘에 내재된 독일의 절충주의 전통에서 찾아볼 수 있는 레트 로(복고풍)의 영향이나 노스탤지어적 요소도 없다. 심지어 한국의 건축물은 포스트 모더니즘이나 장식적 요소 자체를 받아들 이기를 꺼려한 듯 보인다. 대신에 건축물들이 명료한 선으로 이루어진 디자인이나 장식주의보다는 전통적으로 선호하는 미니 멀리즘과 결합하여 특징지어진 것으로 여겨진다. 조화가 살아있는 새로운 모더니즘 독일의 포스트 모더니즘 건축물은 ‘조화(fit-in)’라는 요소에 영향을 받았다. 역사라는 외양은 보존된 채 새롭게 고 쳐졌다. 그리고 이것들은 이에 상응하는 건축물들과 미적 안락함을 창출하는 새로운 요소들을 수용하여 보완되었다. 오늘날 독일의 건축물은 이러한 방식의 개발과는 점점 거리를 두는 듯하다. 그러면서 새로운 아이디어로 무장한 건축 경향이 나타나고 있다. 이는 다음 세 가지의 건축적 주안점을 통해 설명될 수 있을 것이다. 첫째, 독일의 현대건축양식은 여전히 대형건축프로젝트를 선호하지 않는다. 이는 나치주의 치하에서 이뤄졌던 몰개성 화에 대한 반감이 여전히 남아 있기 때문일 것이다. 이렇게 급하게 거대건축물에 대한 계획이 많아짐으로써 이로 인해 개개 인의 자유와 권리가 권위주의의 보이지 않는 손에 의해 제한되는 것은 아닌지 의심하게 된다. 어쨌건 건물의 크기에 있어서 조화 및 표준과 구획이나 거리의 형태에 대한 규정을 제시하는 도시계획은 비록 많은 사람들이 너무 관료적이라고 비판하거 나 건축가들에게 과도한 제한을 둔다고 생각하더라도 중요하게 여긴다는 것이다. 둘째, 개별 건축물과 자연환경간에 조화를 중시하는 경향이 강하다. 고층빌딩의 건설과는 달리 에너지 효율성이 높은 통합형주택을 선호하는 것으로 나타났다. 오늘날 도시 계획은 도시를 녹색지대를 만들고, 생태계가 지속 가능하도록 하는 환 경을 만드는데 점차 더 관심을 기울이고 있다. 셋째, 독일의 건축물은 지금도 남아있는 강한 개인주의의 영향을 받고 있는 것으로 특징지어질 수 있다. 건축가들간 에, 건설회사간에 상존하는 치열한 경쟁은 새롭고 혁신적인 것을 요구하는 경향이 있고, 자신들 고유의 스타일을 개발하기 위해 새로운 기술과 디자인의 가치를 중요하게 여긴다. 이러한 경향은 빠르게 변화하고 있으며, 유행은 한시기를 풍미하는 것이다. 오늘날 건축가들은 그 어느 때보다 창조적이기를 원한다. 독일 모더니즘이 있다고 명확하게 말하기는 힘들다. 필자는 독일인 대다수가 일반적으로 높이 솟은 마천루에서 살기 보다는 친환경적인 도시풍경 속에 녹아 든 높지 않은 건물에서 살기를 좋아한다는 차이점만을 발견할 뿐이다. 우리는 국제화 를 통해 문화적 다양성을 반영한 취향과 스타일의 상호작용이 이루어지고 있다. 그리고 이와 동시에 전세계에 걸쳐 이의 통 합이 이루어지고 있음을 받아들여야 한다. 외국의 경향과 미래상에 자유롭게 접근이 이루어진 대표적 사례는 영국의 저명한 건축가인 노먼 포스터 경이 재건축한 독일 연방의회 의사당 라이슈타크 빌딩이다. 유럽간 협력과 사상의 교류에는 건축양식 과 디자인도 포함되어 있었다. 오늘날 건축미와 구조의 기준은 비슷한 취향과 선호도를 반영한 주택들에 의해 규정지어지고 있다. 이는 초기 그리스 시민사회까지 거슬러 올라가 유럽지역에서는 항상 그렇게 해왔던 일이기도 하다. 국가별로 특정 양 식이 구별되던 시기는 오래된 일이다. 과거에 있었던 양식간의 구별이 지워지고 새로운 국제주의 시대가 도래한 것이다. 돌 이켜 볼 때, 루브르박물관 앞의 피라미드 구조물을 설계한 이는 일본인 건축가이다. 이라크 건축가는 서울에 공원을 지을 것 이고, 독일 건축가는 중국에 새로운 주택의 개념을 전파하고 있다. 맺는말 서울에서 주한 독일대사로 머물면서, 필자는 한국인들이 자신들의 도시풍경을 아름답게 꾸며나가는 과정에 대해 깊은 관심과 호의를 가지고 지켜보았다. 대규모 컨벤션센터와 고층빌딩으로 시작하여 오늘날 한국의 도시 문화는 점점 더 독창적 인 메트로폴리스의 그것으로 변모해가고 있는 듯 하다. 한국의 도시들은 현대적인 디자인으로 특징지어질 수 있고, 나는 앞 으로 보다 흥미로운 건축물들이 들어설 것으로 확신하고 있다. 짐짝을 부리듯이 또는 서로 다투듯이 현대 건축물들을 쏟아내 면서 진행되었던 전후 개발시기를 되돌아보며, 필자는 한국이 이제 편안하게 준비된 상태이고, 더 나아가 보다 창조적인 현 대건축양식을 만들어내기 위한 또 한번의 중요한 단계를 밟아 나가기를 바라고 있다. cpoyright © 한국관광공사 ‘2010년 세계 디자인 수도(the World Design Capital 2010)’에 서울이 선정된 것이나, ‘광주 디자인 비엔날레’나 ‘서울 디자인 페스티벌’, ‘서울 디자인 올림피아드’ 같은 행사들은 한국의 아방가르드를 지지하는 강한 분위기가 있음을 설명해주 고 있다. 유럽과 아시아 사이에 현존하는 협력관계는 매혹적이라고 말하는 것만으로는 부족하다. 이는 서로 어울려 풍성하게 해주고 있다. 독일과 한국은 전후 도시재개발 시기의 출발점이 같을 뿐만 아니라 도시계획에 있어 현존하는 차이점 또한 있 기 때문이다. 상호협력이 결실을 맺은 좋은 사례는 쉐멜과 스탄코비치가 디자인한 용인에 있는 백남준 박물관이다. 아마도 이는 21세기 초 가장 흥미 있는 박물관 건물 중 하나일 것이다. 필자는 양국이 교류를 증대하고, 상호간 이해를 높임으로써 우리의 문화적 always a stunning experience to witness the dynamics of contemporary architecture across Asia. Korea is no exception. Skyscrapers of Seoul's dimension with the top sometimes stretching to the clouds as if in search of the mystical proximity to heaven, would be difficult to imagine in Germany. Are we literally more down-to-earth? Let us first look back to the post-war era, when Korean and German architecture was closely related. Both countries were confronted with extensive destruction of their cities. Thus, the entire infrastructure had to be rebuilt. It was necessary to wipe the slate clean. German development After the Second World War, German architecture was influenced firstly by a certain need to co-exist with the widespread eclecticism of the end of the nineteenth century and the remnants of much older city centres. Behind it was the desire to keep as much of the architectural styles of the past as possible and to merge it with a new era. And secondly, the Bauhaus style influenced the post war architecture. Bauhaus' main objective was the unification of art, craft and technology in an interdisciplinary manner. In this regard, modern flat roofs were used and generous amenities like gas, electric light, and bathrooms were installed into buildings. The Nazis alienated and dehumanised both these architectural traditions. The monstrous dimensions of Speer's projected Volkshalle for Berlin are a striking example of gigantic scales unthinkable before. Most Nazi architecture was original neither in style nor concept. Different traditions were copied and further enlarged, multiplied and exaggerated causing the distinct lack of any detailing at a human scale. With this historical background in mind, it will be understood that German architecture sought to be humble after the Second World War. The post war era can be characterised by a swift return to human dimensions. Eclecticism with its too many decorative elements was avoided and the Bauhaus traditions were modified in order to become more reticent. A great number of the buildings in the style of the 1950s are being re-discovered today and they are loved for their subtleness in modern simplicity. Apart from historical reasons, which rejected the Nazis' gigantic outlook, a lack of resources in post-war Germany favoured an architecture that was about to be functional and adequate for daily human needs. Accordingly, the primary objective of post-war architecture was an economically effective functionalism. Already existing techniques, which were integrated in the buildings of the Bauhaus era during the Weimar Republic, like central heating systems and water supply lines could be retained and were advanced. Hence, Bauhaus was newly defined and enhanced. In addition, efforts were put into the preservation of the remaining historical parts of our old cities and into the renovation of existing big and comfortable apartment buildings. As a consequence, a great variety of eclectic decorative elements survived in the German cityscape. Germans, after all, remain greatly attached to their old romantic city centres with their typical central squares, churches and city halls around. Decided Modernism in Korea Korean architecture differed in some ways because of dissimilarities in the basic structure of the fabric of buildings. Traditional Hanoks, the precious heritage of Korea, could hardly be restored without high cost for living purposes because it was difficult to integrate new technologies, such as electricity, gas and water supply systems that fulfil the needs of a modern and fast growing society. The revival of hanoks today is all the more remarkable and deserves support. However, with the exception of historic monuments, temples and palaces, existing houses could only be maintained on a limited scale. Entirely new buildings sprout. Consequently, Korean architecture developed more autonomously from the already existing traditional way of construction and new and modern elements were used quickly. Korean architecture in the post-war era, it seems to me, was eager to catch up and to realize the spirit of modernism. After the Korean War, mainly the grand enterprises dominated the city reconstruction in Korea. Smaller construction projects or the typical red-brick individual houses generally did not have the chance to influence Korean architecture remarkably. First and foremost, the big companies, among them the chaebols, undertook huge building projects serving the need of the people to achieve a decent living standard. Furthermore, there are almost no retro influences and no nostalgic elements in Korean post war architecture, as they can be found in German eclectic traditions in today's post-modernism. Korean architecture even appeared to be reluctant to post-modernism and decorative elements. Instead it is embossed by a design of distinct lines and tends to a traditional liking of minimalism rather than decoration. New Modernism The German post-modernist architecture was imprinted by its “fit-in” character. Historic facades remained and were renovated. They were then enriched by corresponding buildings and new elements, which generated a sense of aesthetic cosiness. Nowadays, German architecture rather seems to distance itself more from that development and an architectural trend with fresh ideas is emerging. I think that this new development can be explained by three observations: First, German contemporary architecture remains reluctant to huge building projects. This reflects a continuing aversion to the dehumanisation during the Nazi regime. Gigantic houses quickly arise suspicions that there is too much planning and the individual gets dwarfed by an authoritarian invisible hand. Urban planning, however, providing rules for measure and harmony in the size of buildings, the shaping of squares and streets is considered to be important though many find a too bureaucratic and setting undue limits for architects. Second, there is a strong tendency to care for harmony between the individual and the environment. In distinction to the construction of high- rise buildings, integrated housing with a main focus to energy efficiency is considered as preferable. Today, city planning pays growing attention to green the cities and to protect the environment by ecologically sustainable concepts. Third, German architecture is marked by an ongoing strong individualism. Strong competition exists between architects and also between construction companies eager to realize new, innovative trends and therefore favouring new techniques and designs to develop their own styles. Trends may change quickly, fashions come and go. The community of architects seems to more creative than ever. I find it difficult to say that there is a specifically German modernism. I can only find the difference in that the majority of Germans generally do not like to live in high skyscrapers and prefer lower buildings embedded in a welcoming city-landscape. We should accept that globalisation gave rise to an interaction of styles and ideas reflecting the cultural diversities and at the same time merging them all over the world. One of the striking examples of the open access to foreign trends and visions is the rebuilding of the Reichstag-Building in Berlin, centre of national legislation, home of the Bundestag, by Sir Norman Foster, a renowned British architect. European cooperation and the exchange of ideas are including architecture and design. Aesthetic and structural standards are nowadays being formed by similar housing preferences and tastes, which have always existed in Europe. It dates back to the early Greek civilisation. The time of distinct national conceptions has long been overcome. A new internationalism arises which blurs the distinctions of the past. Let us not forget: a Japanese architect designed the pyramide in front of the Louvre, an Iraqi architect will build a park in Seoul and German architects are providing new housing concepts to China. Final Remarks During my stay as an ambassador in Seoul, I followed the Korean process to embellish their cityscapes with great interest and sympathy. Starting with big convention centres and skyscrapers, nowadays urban culture in Korea seems to change towards a creative Metropolis. Korean cities are characterized by modern designs and I am convinced that more exciting architecture is still to come. Looking back at the post war development toward an unloaded and contentiously modern architecture, I think that Korea is in the comfortable situation to be prepared and even desires to make another important step towards modern innovative architecture. Seoul as the World Design Capital 2010 and events such as the Gwangju Design Biennale, the Seoul Design Festival, the Seoul Design Olympiad account for a strong feeling in favour of Avantgarde in Korea. The existing cooperation between Europe and Asia is more than fascinating and enriches both sides reciprocally not only because of the common starting point regarding the post war rebuilding period of our cities, but also because of our differences still existing in urban planning. A good example for the fruitful cooperation is the design of Ms. Schemel and Ms. Stankovic for the Nam June Paik Museum in Yong-In, which looks as one of the most interesting new museum buildings in the early 21st century. I am confident that we have the capability to promote exchange, build mutual understanding and can enrich our cultural ties also in the field of architecture and city planning. 지속가능한 도시 르네상스의 미래
다음은 세계 각국에서 활발한 건축활동을 벌이고 있으며 건축계의 노벨상이라고 할 수 있는 '프리츠커 상'을 수상하기도 한 리처드 로저스 경의 도시에 대한 칼럼입니다. 로저스 경은 다국적 부동산개발회사인 스카이랜 디벨롭먼트사에서 현재 서울 여의도에 개발중인 '파크원(Parc.1)'의 컨셉디자인을 총괄하였습니다. 국문 번역본에 이어 영어 원문을 함께 게재하며 제목은 편집자가 붙였음을 알려드립니다. 감사합니다. 지속가능한 도시 르네상스의 미래 건축가, 리처드 로저스 도시라는 곳은 사람들의 만남의 공간이자 서로의 생각을 교환하는 장소이다. 도시는 사회의 틀을 구성하면서 시민가치를 생성케 하여 주는 곳이며, 문화 및 경제생활의 중심이다. 도시는 사람들이 건설하지만 그 안에 살고 있는 사람들은 도시의 물리적·사회적 상황에 의해 영향을 받는다. 필자는 영국정부의 도시개발추진단의 단장 및 두 분의 전임 런던시장의 수석자문 역할을 포함하여 필자가 설립한 건축디자인회사 RSHP(Richard Rogers Stirk Harbour + Partners)와 함께 런던뿐만 아니라 베를린, 피렌체, 리스본, 뉴욕, 파리, 상하이, 시드니 등 세계 주요 도시의 폭넓은 마스터플랜 개발 프로젝트 경험을 가지고 있다. 서울은 세계적인 도시이며 아시아에서 주요한 위상을 차지하는 경제 및 문화 중심지이다. 누구라도 서울의 역사적 유산의 풍부함을 한눈에 알아 볼 수 있을 것이다. 그러나 종종 충분한 계획을 거치지 않고 방대한 규모로 진행된 개발과, 거리를 장악한 자동차들로 인해 이제는 긍정적인 변화를 가져오기 위한 새로운 전략이 필요한 시점에 이르렀다. 사실상, 서울에 필요한 것은 매우 근본적인 ‘도시 르네상스’이다. 이러한 르네상스를 추진하는 과정에서 보행을 위한 공공 공간과 차도 사이의 균형 문제를 다시 생각해봐야 한다. 지난 번 한국을 방문했을 때 12차선의 거대한 차로를 건넜던 기억이 난다. 그 12차선 도로는 아마도 전 세계 그 어느 곳에서도 본적이 없는 가장 넓은 도로였던 것으로 기억된다. 그 도로는 도심을 관통하면서 주변에 자연스럽게 형성될 수 있었던 지역 공동 의식 또는 친밀한 유대관계 형성을 저해하고 있었다. 앞으로 도시개발계획의 접근방식은 무모한 개발로 인해 서울에 발생할 수 있는 이러한 유해한 영향을 제한하고, 컴팩트하게 짜여진 이웃간의 지속가능하고 친밀한 지역공동체의식 및 유대관계를 조성하고 도시 중심이 되는 장소에 대한 명확한 구분을 추구해야 할 것이다. 서울은 미래 지향적인 도시이다. 이미 여러 개발들이 시작됐고 특히, 청계천을 따라 개발된 청계천 프로젝트는 전세계 최고의 도심재생 프로젝트들과 견줄 만 하다. 한 때 흉물스러운 복개천으로 외면받던 이 곳이 정부에 의해 다시 개방되고, 공공장소로 활용되며 지역사회에 기여하는 매력적인 수변공간으로 탈바꿈한 것을 볼 수 있다. 강을 따라 아름답게 꾸며진 약 10km의 산책길은 사람들에게 뿐만이 아니라 주변 지역의 가치를 올리는데 지대한 공을 세웠다. 도심재생에 대한 이러한 성공적이며 장기적 시각의 접근은 이제 서울 여타 지역에도 적용되어야 할 것이다. 지난 2008년, 서울 국제경제자문단 컨퍼런스에 참여했던 당시 오세훈 서울시장이 한강에 대해 열정적으로 연설하는 것을 들은 적이 있다. 경이롭고 넓은 한강은 수변에 위치한 새로운 생활 및 업무·레저 환경을 창조하는 촉매제 역할을 할 수 있는 무궁한 잠재력을 지닌 곳이다. 그러나 현재 대부분의 수변 지역은 주요 교통통로 역할을 위해 서울의 여타 지역과 단절되어 있어 이 문제가 올바르게 해결되지 않는 한 향후 그 어떤 한강개발 사업의 성공도 장담할 수 없을 것이다. 그럼에도 불구하고 한강변을 부흥시키기 위한 강력하고 밀도있는 노력이 펼쳐지고 있음을 감안할 때, 한강변은 강변 전역에 걸쳐 환상적인 경관을 연출하며 새로운 공원, 문화시설 및 레스토랑과 카페로 가득한 매혹적인 공간으로 탈바꿈할 수 있을 것으로 생각한다. 강변을 중심으로 세계 주요도심지역에서 대규모의 성공적인 변신이 이루어진 몇몇 훌륭한 사례들이 있다. 1992년 올림픽 경기 개최 이후 바르셀로나의 해변가의 변모, 또는 런던 테임즈강의 사우스 뱅크를 따라 지난 20년 동안 이루어진 사회적·문화적 부흥이 끼친 지대한 영향을 보면 누구나 강변의 개발이 도심의 활력을 유지하고 생명력을 불어넣는 데 있어 얼마나 중요한지 바로 알 수 있다. 뉴욕 허드슨강의 강둑 그리고 시드니의 다알링 하버의 재개발 사례는 정교하게 설계된 수변이 도시에서 생활하고 일하는 시민들에게 도심공간의 틀 안에서 어떠한 새로운 공원과 녹지공간을 제공하여 주는지 그리고 이러한 공간이 어떻게 환경적으로 생물학적 다양성을 유도하는 지를 여실히 보여주는 또 다른 사례들이다. 현재 인류가 직면하고 있는 가장 중요한 문제는 기후변화에 대한 위협이다. 이산화탄소를 줄이기 위한 청정연료의 사용 및 지속 가능한 건물과 대규모 녹지의 조성을 유도하는 모든 형태의 발전은 환영할만한 일이다. 그럼에도 불구하고 도심의 설계 및 건축에 대한 이른바 ‘국제적인 접근방식’이 한국을 비롯하여 전 세계 많은 국가에 지배적인 개발방식이 되어 가고 있다. 이는 종종 탄탄한 공간에 대한 이해와 휴먼스케일 (시간, 거리, 공간의 척도가 일반적으로 인간이 가능한 범위를 기준으로 하는 것)에 대한 중요성을 간과하는 건축물이라는 결과를 낳기도 한다. 이는 건물 간의 소통이 부재하고, 건물이 건물 사이에 놓인 공간과도 공감할 수 없는 도심을 창출하게 된다. 이러한 도심은 사람들이 서로 공감할 수 있는 여건을 더욱 어렵게 하고 결국 도시를 살기 힘든 곳으로 만들어 버린다. 차량에 우선권을 줄 경우 그 결과는 교통혼잡과 사회적 긴밀도가 낮은 고립된 지역 공동체의 생성으로 이어진다. 신축 건물은 적정한 규모와 리듬 그리고 색깔을 가져야 하며, 지역 공동체가 대중교통의 중심지 인근에 형성되도록 유도하는 방식으로 설계되어야 한다. 한국에는 훌륭한 건축가들이 많다. 서울이 미래를 향해 나아가는 현 시점에서 이러한 건축가의 뛰어난 역량이 인간친화적인 도시의 형성에 투입되도록 유도해야 할 것이다. The New Future of Sustainable City Renaissance Richard Rogers, Architect Cities are places for the meeting of people and for the exchange of ideas. They are the framework of society, the generators of civic values and the focus for cultural and economic life. Cities are built by people who are, in turn, affected by the physical and social state of the cities in which they live. I have spent most my professional life - including roles as Chair of the UK Government’s Urban Task Force and advisor to the last two Mayors of London - working on the regeneration of cities and, together with my practice, Rogers Stirk Harbour + Partners, have experience of developing wide range of masterplans for major urban centres across the world including Berlin, Florence, Lisbon, New York, Paris, Shanghai and Sydney, as well as for London itself. Seoul is a global city and a major economic and cultural player in Asia. Its historical heritage can clearly be seen by all. However, its vast and often poorly-planned growth combined with the dominance of the car has created a need for new strategies to bring about major positive change. Effectively, what is needed in Seoul is a fundamental ‘urban renaissance’. In this renaissance, the balance between public space for pedestrians and cars needs to be reconsidered. I remember once when I was visiting Seoul, trying to cross a 12-lane highway - probably the widest road I had ever seen anywhere in the world - which cut through the city and seemed to prevent the development of any sense of community the area around it might have otherwise had. Future approaches to urban planning must limit the harmful impact these sorts of development can have on Seoul and encourage cohesive and sustainable communities with compact neighbourhoods and clearly defined centres. Seoul is looking to the future. The developments which are already taking place along the Cheonggye River are comparable with some of the very best urban regeneration projects in cities across the world. Here, one can see a once highly unattractive and covered river opened up once more by the Government and developed as an attractive waterfront area for public use and community benefit. The beautifully designed six-mile stretch of walkway along the river is not only a haven for people but has clearly had a major effect on the value of the land around it. This successful approach to the long-term regeneration needs of one part of Seoul now needs to be applied to other areas of the city. When I attended the Seoul International Business Advisory Council Conference in 2008, I heard the Mayor speak passionately about the Han River, a wonderful, broad river which clearly has tremendous potential to act as a catalyst for the creation of a new waterside live/work leisure environment in the city. However, large areas of the waterfront are cut off from the rest of Seoul by major traffic routes and until this issue can be properly addressed, the success of any future developments there will be seriously compromised. Nonetheless, with a strong and highly focused commitment to regenerating the Han waterfront, it could be transformed into a highly attractive area filled with new parks, cultural facilities and restaurants/cafes and offering fantastic views across the river. There are some excellent examples around the world where successful large-scale transformation has taken place in major urban centres, most of it along waterfronts. One only has to look at the how the shoreline in Barcelona’s has improved since the 1992 Olympic Games or at the enormous impact of social and cultural regeneration along the South Bank of the River Thames in London over the past 20 years to see how crucial waterside developments are to sustaining the vitality of an urban centre and injecting it with new life. The Hudson River embankment in New York and the redevelopment of Darling Harbour in Sydney are other examples of how a well-designed waterside can offer those people living and working in cities the benefits of access to new parks and green areas – and the biodiversity these encourage – in an urban setting. The most critical problem that mankind now faces is the threat to climate change. Any form of development which uses clean fuel to reduce CO2 use and which encourages sustainable buildings and large areas of green public space is to be welcomed. Nonetheless, an ‘international approach’ towards urban design and architecture is starting to dominate in many countries across the world, including South Korea. This tends to result in new buildings that often no longer have a strong sense of place and human scale about them. In turn, this creates cities where buildings fail to relate to each other and to the space between them. These cities then become more difficult for people to relate to – and, therefore, to live in. Where priority is given to the car, the result is massive congestion and isolated communities with little social cohesion. New buildings must have appropriate scale, rhythm and colour and be designed to encourage the development of communities close to public transportation hubs. 아름다운 도시
아름다운 도시 도시를 구성하는 환경 요소의 디자인 수준은 그 나라의 문화적 수준과 일치한다. 아름다운 도시 경관은 도시민을 행복하게 할 뿐 만아니라 그 지역이나 그 나라의 가치를 드높이는 큰 자산이 된다. 도시를 구성하는 요소에는 도로 공원 광장이 있으며 건물과 간판 가로시설물 등이 있다. 이들 각 요소는 어느 것이나 디자인의대 상이 되는 것으로 우리를 둘러싸고 있는 도시환경요소들은 모두 누군가에 의해 디자인된 결과물들이다. 우리도시환경의 디자인 수준은 최근 눈에 띄게 높아졌지만 아직은 무질서로 인하여 부자연스럽고 시각적으로 너무 시끄럽다. 어떤 도시를 처음 방문했을 때 그 도시의 디자인적 안목을 쉽게 가늠하게 하는 것이 가로등 공중전화부스 휴지통등과 같은 가로 시설물들이다. 경제적으로 큰 투자 없이 도시 분위기를 쉽게 바꿀 수 있는 시각적 효과 때문에 도시환경요소 중 가장 빈번히 교체되기도 하고 과잉 디자인으로 주변 환경과 융합되지 않는 흉물이 되기도 한다. 이런 시설물들은 눈에 거슬리는 독특한 형태보다는 시각적으로 부담이 없는 단순한 형태의 기능적인 디자인이 오히려 세련되어 보일 것이다. 가로시설물들은 통합된 이미지를 목표로 한 토털디자인으로 면밀하게 기획되어야 한다. 도시경관에 정돈된 질서를 부여하기 위해서는 시각적으로 가장 큰 면적을 차지하고 있는 건축물들의 형태와 색채가 차분하고 안정감 있게 정돈되어야 한다. 이미 형성된 주변 건물들과 융화 되도록 형태도 색채도 그 도시와 거리가 가지고 있는 공통의 주제와 질서에 따라야 한다. 이러한 공통된 주제를 오랜 기간 일관성 있게 적용함에 의해 우리의 도시는 고유이미지와 지역 고유의 빛깔을 만들어 갈 수 있을 것이다. 경관을 혼란시키는 원색의 간판과 광고물은 과감히 제거 되어야하며 조용한 색채의 작은 간판이 일정위치에 질서 있게 붙여지도록 유도되어야한다. 최근 각종규제를 완화하는 것이 사회적으로 큰 흐름이 되고 있으며 도시미관에 대해서도 규제보다는 권고계몽의 원칙이 적용되고 있다. 아직 정돈된 이미지를 가지고 있지 않는 우리의 도시경관에 무조건적인 규제 철폐와 완화의 적용은 적합하지 않다. 권고계몽과 함께 필요에 따라선 강력한 규제를 통한 유도 정책이 우리의 도시 만들기에 적용되어야한다. 건축물들이 질서감과 차분함을 기본으로 조성되어야 한다면 도시 경관에 활기와 즐거움을 부여하는 리듬 감조성의 몫은 다양한 분위기의 크고 작은 조각품과 환경조형물 물과 빛을 이용한 분수와 인공폭포 축제 분위기를 연출하는 화려한 깃발과 배너가 담당하는 것이 바람직 할 것이다. 또한 보도의 포장패턴 맨홀뚜껑 등 작고 눈에 띄지 않는 부분의 디자인에 까지 쏟아 넣은 세심한 배려에 의해 도시는 지루하지 않고 활기에 넘치는 아름다운 장소가 될 수 있다. 우리 도시의 밤을 낮 못지않은 풍요로움과 생동감으로 조성하기 위해서는 주요 도로와 하천변 도심의 건물 밀집 지구를 중심으로 도시의 골격과 맥락을 살린 조명 이미지의 연출이 필요하다. 번화가에는 간판과 광고탑의 불빛 보다는 건축물의 형태를 부각시키는 조명 수법이 보다 강조되어야 하며 도시 곳곳에 시민을 즐겁게 하는 볼거리가 풍성한 빛의 테마를 만들어야 한다. 도시의 공원은 사계절 자연의 변화가 빛과 함께 돋보이도록 연출되어 도시민에게 밤의 휴식처로 제공되어야 할 것 이다. 아름다운 도시는 쉽게 만들어 지지 않는다. 오랜 세월에 걸쳐 많은 노력과 비용이 투자되어야 되며 시민들의 디자인에 대한 높은 안목과 도시의 아름다움에 대한 열정이 더하여져서 완성될 수 있는 결과물인 것이다.
